REASSESSMENT PROCESS
The purpose of this page is to inform you of the proposed assessed value of your property effective January 1, 2006. State Law requires all real property (land and improvements) must be assessed at 100% fair market value at least every six years. Our last reassessment was completed in 1999. The value shown above reflects the proposed assessed value of your property, effective January 1, 2006.
Every effort has been made to assess your property in a way to make it uniform with similar properties in your area. Since the last county-wide reassessment was completed six years ago, your property value has likely increased significantly. Any change in the assessed value of your property does not mean a corresponding increase or decrease in the real estate tax since the amount of tax is dependent upon the rate adopted by the Board of Supervisors. The Board of Supervisors will determine the tax rate for the 2006 tax year next spring, and your real estate tax amount will be based on this new tax rate. The new tax rate will likely be lower than the current rate of $0.61 per $100 assessed value.
If you feel the proposed value shown is higher than the present market value of your property, or is not uniform or in line with similar properties in your area, you have the right to appeal your assessment. Your appeal should be based on current market value and uniformity with similar properties rather than increases over the old assessment. Values may be raised or lowered during appeals in order to maintain equalization.

APPEAL PROCESS
Wampler-Eanes Appraisal Group, Ltd, the company hired by the County to complete the reassessment, has assessed your property with the values shown above. They will hold appeal hearings in the Robinson House (57 Monument Place) located adjacent to the Old Courthouse Building in Heathsville. If you wish to discuss your assessment you may telephone them at 804-580-9261 or 804-580-4584 for an appointment, or you may come in during any of the times shown, and you will be seen as soon as possible. Due to the thousands of notices mailed out, telephone lines will be busy and your patience will be appreciated.
HOURS FOR THE REASSESSMENT OFFICE ARE 8:30 A.M. TO 5:00 P.M. MON. THROUGH FRI. AND HEARINGS WILL BE SCHEDULED 9:00 A.M. TO 4:00 P.M. OCTOBER 31, NOVEMBER 2, 3, 7, 9, 10 AND 11:00 A.M. TO 7:00 P.M. NOVEMBER 1 AND 8. Additional dates may be needed depending on the overall volume of appeals. Please call early for an appointment and have this notice available.
After Wampler-Eanes Appraisal Group, Ltd. completes its hearings the Board of Supervisors will appoint a Board of Equalization to hear appeals if the Appraisal Group’s decision is unsatisfactory. The Board of Equalization will begin their hearings after January 2006 and complete the hearings within three months. The hearing dates and times for the Board of Equalization will be advertised in the local newspapers.
The final appeal after the Board of Equalization will be to petition the Circuit Court Clerk in Northumberland County for judicial review.
