Recycling Centers
RESIDENTIAL CONVENIENCE CENTER DECAL PROGRAM AND HOW IT WORKS
At the Northumberland County Board of Supervisors meeting on August 14, 2025, the Board of Supervisors requested that the County establish a Residential Convenience Center Decal Program in efforts to reduce the use of the solid waste facilities by commercial businesses and those who are not residents or real property owners of Northumberland County. A total of two (2) decal stickers will be included in the mailing of each personal property tax bill. If you are a resident or owner of real property in Northumberland County, but do not have personal property registered in Northumberland County, you may submit a completed application form (attached below) to the County Administrator’s Office located at 72 Monument Place, Heathsville, VA 22473, mail the application to P.O. Box 129, Heathsville, VA 22473 or email the application to Ms. Wilson at mwilson@co.northumberland.va.us. Residency or real property ownership will be confirmed through a personal property account or a real estate account. In the instance that an individual is renting property in the County, the renter shall show proof of residency by providing a valid driver's license, lease agreement and/or utility bill with the address listed as located in Northumberland County. Decals shall NOT be placed on vehicles with lettering on the side or vehicles that are used for commercial businesses. The solid waste facilities are for residential purposes only.
NEED ADDITIONAL DECALS?
If you were mailed two decals, but would like to request additional decals, the property owner may fill out an application (attached below) to request more decals, but no more than five decals shall be issued to one address/property owner.
WHERE TO PUT THE DECAL ON VEHICLE
The decal must be permanently affixed to the right side of the official inspection sticker when viewed through the windshield from inside the vehicle. The side edge adjacent to the Convenience Center Decal sticker shall not be more than 1/4 inch from the edge of the official inspection sticker (per the Code of Virginia: 19VAC30-40-30 Placement).
